However, there are several risks for the environment.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;[\/vc_column_text][vc_column_text css=&#8221;&#8221;]<a href=\"http:\/\/www.lac.org.na\/projects\/lead\/Pdf\/Extractive_Industries-Case_Study-2024.pdf\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4636 size-medium\" src=\"https:\/\/www.lac.org.na\/wp-content\/uploads\/2025\/03\/lead-Extractive_Industries-Case_Study-2024-212x300.jpg\" alt=\"\" width=\"212\" height=\"300\" \/><\/a><\/p>\n<h3>TIN MINING<\/h3>\n<p>This paper discusses how the extraction of natural resources has the potential to exploit local host communities, and the issue of notoriously non-compliant \u201cpublic consultations\u201d and the State\u2019s lack of enforcement of the principles of public consultation.<br \/>\nFirstly, the paper states the current legal position on public participation and consultations; and secondly, it discusses issues around the enforceability of the law, with reference to the Reconnaissance Energy Africa Ltd (\u201cRECON\u201d) case, inter alia.[\/vc_column_text][\/vc_column][vc_column width=&#8221;1\/2&#8243;][vc_column_text]<\/p>\n<h3><a href=\"https:\/\/www.lac.org.na\/index.php\/projects\/land-environment-development-lead\/sustainable-development\/\">Sustainable Development<\/a><\/h3>\n<h3 class=\"widget-title\">NAMIBIA\u2019S ACCESS TO BIOLOGICAL AND GENETIC RESOURCES<\/h3>\n<div class=\"textwidget\">\n<p><a href=\"https:\/\/www.lac.org.na\/projects\/lead\/Pdf\/ABS_Act_and_Protection_of_Local_Communities-2023.pdf\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-3938\" src=\"https:\/\/www.lac.org.na\/wp-content\/uploads\/2024\/01\/lead-ABS_Act_and_Protection_of_Local_Communities-2023-212x300.webp\" alt=\"\" width=\"200\" height=\"283\" \/><\/a>The Act applies to biological and genetic resources as found in or outside of their natural habitat, the derivatives of such resources, associated traditional knowledge, and benefits arising from their use, including commercial use.<\/p>\n<\/div>\n<p>[\/vc_column_text][vc_column_text]<\/p>\n<h3><a href=\"https:\/\/www.lac.org.na\/index.php\/projects\/land-environment-development-lead\/wildlife-training\/\">Wildlife Training<\/a><\/h3>\n<ul>\n<li>Wildlife Crime as Organized Crime including\u00a0<a href=\"http:\/\/www.poachingfacts.com\/poaching-statistics\/rhino-poaching-statistics\/\">Poaching statistics<\/a>,<\/li>\n<li>Global and local trends,<\/li>\n<li>role of Organized Crime in poaching and International Wildlife Trade,<\/li>\n<li>Namibian legislation, fine adjustment, raising community awareness in assisting law enforcement<\/li>\n<li>followed by a screening of the LAC film Baxu and the Giants. The sessions ended with an<\/li>\n<li>Introduction into the role of traditional authorities in Natural Resource Management, with a focus on the relevant legislation\n<ul>\n<li><a href=\"http:\/\/www.lac.org.na\/laws\/annoSTAT\/Traditional%20Authorities%20Act%2025%20of%202000.pdf\">Traditional Authorities Act<\/a>\u00a0 with the\u00a0<a href=\"http:\/\/www.lac.org.na\/index.php\/laws\/regulations\/#Tr\">regulations<\/a>\u00a0and the \u201c<a href=\"http:\/\/www.lac.org.na\/news\/probono\/ProBono_46-TAs_NATURAL_RESOURCES.pdf\">Role of Traditional Authorities in Promoting Sustainable use of Namibia\u2019s Natural Resources<\/a>\u201c<\/li>\n<li><a href=\"http:\/\/www.lac.org.na\/laws\/annoSTAT\/Environmental%20Management%20Act%207%20of%202007.pdf\">Environmental Management Act<\/a>\u00a0and the relevant\u00a0<a href=\"http:\/\/www.lac.org.na\/laws\/annoREG\/Environmental%20Management%20Act%207%20of%202007%20-%20Regulations%202012-030.pdf\">regulations<\/a>.<\/li>\n<li><a href=\"http:\/\/www.lac.org.na\/laws\/annoSTAT\/Communal%20Land%20Reform%20Act%205%20of%202002.pdf\">Communal Land Reform Act<\/a>\u00a0with\u00a0 the\u00a0<a href=\"http:\/\/www.lac.org.na\/index.php\/laws\/regulations\/#Comm\">regulations<\/a>\u00a0and discussion on Illegal Fencing. See also our\u00a0<a href=\"http:\/\/www.lac.org.na\/projects\/lead\/Pdf\/fencing.pdf\">publication<\/a>\u00a0on the topic.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<\/p>\n<h3><a href=\"https:\/\/www.lac.org.na\/index.php\/projects\/land-environment-development-lead\/wildlifecrime\/\">Wildlife Crime<\/a><\/h3>\n<p data-sourcepos=\"3:1-3:304\">\u00a0With the persistent threat of wildlife crime many species face the illegal activities of poachers and traffickers.<\/p>\n<p data-sourcepos=\"5:1-5:29\"><strong>The Scope of the Problem:<\/strong><\/p>\n<ul data-sourcepos=\"7:1-12:0\">\n<li data-sourcepos=\"7:1-8:28\"><strong>High-value species:<\/strong>\u00a0Rhinos and elephants are prime targets,\u00a0driven by the insatiable demand for their horns and tusks in some Asian markets.\u00a0While Namibia has seen success in curbing rhino poaching in recent years,\u00a0elephant poaching remains a concern.\n<div class=\"attachment-container search-images\"><\/div>\n<\/li>\n<li data-sourcepos=\"9:1-9:188\"><strong>Bushmeat trade:<\/strong>\u00a0Poaching for meat to be sold in local markets also poses a significant threat,\u00a0affecting various antelope species and even threatening populations of some carnivores.<\/li>\n<li data-sourcepos=\"10:1-12:0\"><strong>Pangolin trafficking:<\/strong>\u00a0These scaly mammals,\u00a0prized for their purported medicinal properties in Asia,\u00a0have become a recent target,\u00a0with Namibia emerging as a transit point for illegal trafficking.\n<div class=\"attachment-container search-images\"><\/div>\n<\/li>\n<\/ul>\n<p data-sourcepos=\"13:1-13:30\"><strong>Factors Fueling the Crime:<\/strong><\/p>\n<ul data-sourcepos=\"15:1-18:0\">\n<li data-sourcepos=\"15:1-15:165\"><strong>Poverty and lack of opportunities:<\/strong>\u00a0Some communities living near protected areas may resort to poaching due to limited livelihood options and economic hardship.<\/li>\n<li data-sourcepos=\"16:1-16:128\"><strong>Corruption and weak law enforcement:<\/strong>\u00a0Gaps in legislation and enforcement can create room for illegal activities to thrive.<\/li>\n<li data-sourcepos=\"17:1-18:0\"><strong>International wildlife trafficking networks:<\/strong>\u00a0Organized criminal syndicates often operate across borders,\u00a0making it challenging to track and disrupt their operations.<\/li>\n<\/ul>\n<p data-sourcepos=\"19:1-19:25\"><strong>Conservation Efforts:<\/strong><\/p>\n<ul data-sourcepos=\"21:1-24:0\">\n<li data-sourcepos=\"21:1-21:215\"><strong>Community-based conservation:<\/strong>\u00a0Engaging local communities in wildlife protection efforts through conservancies and benefit-sharing programs can foster a sense of ownership and incentivize sustainable practices.<\/li>\n<li data-sourcepos=\"22:1-22:165\"><strong>Strengthening law enforcement:<\/strong>\u00a0Improved training,\u00a0equipment,\u00a0and collaboration among different agencies are crucial for effective patrolling and investigation.<\/li>\n<li data-sourcepos=\"23:1-24:0\"><strong>Demand reduction:<\/strong>\u00a0Raising awareness about the negative impacts of wildlife crime,\u00a0particularly in consumer countries,\u00a0can help curb demand for illegal wildlife products.<\/li>\n<\/ul>\n<blockquote>\n<p data-sourcepos=\"25:1-25:300\">Combating wildlife crime in Namibia requires a multi-faceted approach, addressing the root causes, strengthening enforcement, and fostering international cooperation.
